Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Consideration of City Council Resolutions 2026-130, and 2026-01 SA , Authorizing Investment of Monies in the Local Agency Investment Fund, Designate Specific Officials by Title Allowed to Deposit or Withdraw Funds from Said Accounts, And Rescind Resolution Nos. 2025-35 and 2025-01 SA.

 
Recommendation:

1.   That the City Council approves Resolution 2026-130, Designate Specific Officials by Title Allowed to Deposit or Withdraw Funds from Said Account and Rescind Resolution No. 2025-35; and
2.   That the Successor Agency Board approves Resolution 2026-01 SA, Designate Specific Officials by Title Allowed to Deposit or Withdraw Funds from Said Account and Rescind Resolution No. 2025-01 SA.

Waive the full reading and adopt by title only, "Joint Resolution of the City Council of the City of Banning, the Banning Utility Authority, and the Successor Agency of the City of Banning Approving and Adopting the Annual Operating Budget for Fiscal Year 2026/2027" and Approve the Authorized Position List

Consideration of an Alcohol License Restriction Strategy in Partnership with Blue Zones Project

 
Recommendation:

Discussion and direction to staff on the Alcohol License Restriction Strategy submitted in partnership with Blue Zones Project.

9.3

Consideration of Resolution 2026-04 UA Awarding a Construction Contract to Mehta Mechanical Company, Inc. in the Amount of $5,350,000 for the Wastewater Treatment Plant Equalization Basin Project and Approving a 10% Construction Contingency for a Total Authorization of $5,885,000 and approving the budget appropriation as listed in the Fiscal Impact section of this report.
